CE RoHS Certified Retrofit LED Bulbs Wholesale: A Buyer's Specification Guide
European retrofit lighting projects demand CE and RoHS certified LED bulbs at scale. Here is what both certifications require and how to evaluate wholesale suppliers before committing.
Retrofit lighting projects — replacing legacy incandescent, halogen, or fluorescent sources with LED equivalents in existing fixtures — represent one of the largest and most consistent segments of the European LED market. For procurement managers and project contractors sourcing retrofit LED bulbs at wholesale scale, CE marking and RoHS compliance are the baseline requirements that every product must meet before any other evaluation begins.
Yet the meaning of these certifications, and the quality of compliance behind them, varies enormously between suppliers. This guide explains what CE and RoHS actually require for retrofit LED bulbs, how to verify compliance claims, and what to look for when evaluating wholesale suppliers for large-scale retrofit projects.
CE Marking: What It Means for LED Retrofit Bulbs
The CE mark indicates that a product meets the requirements of all applicable EU directives and regulations. For LED retrofit bulbs sold in Europe, the relevant frameworks include:
Low Voltage Directive (LVD) — EU 2014/35/EU. This directive covers the electrical safety of products operating between 50V and 1000V AC. LED retrofit bulbs operating on standard 230V mains must comply with LVD requirements, which include insulation standards, protection against electric shock, and safe behavior under fault conditions.
Electromagnetic Compatibility Directive (EMC) — EU 2014/30/EU. LED drivers generate switching noise that can interfere with other electrical equipment and radio communications. The EMC directive requires that LED products do not emit excessive electromagnetic interference and are immune to reasonable levels of interference from other sources.
Ecodesign Regulation — EU 2019/2020. As discussed in our ErP compliance guide, this regulation sets minimum energy efficiency requirements for light sources. Retrofit LED bulbs must meet the applicable efficacy thresholds to be legally placed on the EU market.
RoHS Directive — EU 2011/65/EU (RoHS 2) and EU 2015/863 (RoHS 3). Covered separately below.
CE marking is self-declared by the manufacturer. There is no mandatory third-party certification body for CE marking (unlike UL in North America). The manufacturer issues a Declaration of Conformity and affixes the CE mark. The quality of the underlying technical documentation and testing varies significantly.
RoHS Compliance: The Substance Restrictions That Matter
RoHS — Restriction of Hazardous Substances — restricts the use of specific hazardous materials in electrical and electronic equipment. For LED retrofit bulbs, the restricted substances and their maximum concentration limits are:
| Substance | Maximum Concentration |
|---|---|
| Lead (Pb) | 0.1% by weight |
| Mercury (Hg) | 0.1% by weight |
| Cadmium (Cd) | 0.01% by weight |
| Hexavalent chromium (Cr VI) | 0.1% by weight |
| Polybrominated biphenyls (PBB) | 0.1% by weight |
| Polybrominated diphenyl ethers (PBDE) | 0.1% by weight |
| Bis(2-ethylhexyl) phthalate (DEHP) | 0.1% by weight |
| Butyl benzyl phthalate (BBP) | 0.1% by weight |
| Dibutyl phthalate (DBP) | 0.1% by weight |
| Diisobutyl phthalate (DIBP) | 0.1% by weight |
The phthalate restrictions (the last four substances) were added by RoHS 3 (EU 2015/863) and apply to products placed on the market after July 22, 2019. Many older RoHS test reports predate these additions and do not cover phthalates. When reviewing a supplier's RoHS documentation, verify that the test report covers all ten restricted substances.
The Retrofit-Specific Compliance Challenges
Retrofit LED bulbs face compliance challenges that standard LED products do not, primarily because they must operate correctly in fixtures designed for different light sources.
Enclosed fixture compatibility. Many retrofit applications involve enclosed fixtures — downlights with glass covers, pendant shades, or recessed cans. LED drivers generate heat, and in enclosed fixtures this heat cannot dissipate as effectively as in open fixtures. Products not rated for enclosed fixtures may overheat, reducing lifespan or creating safety hazards. CE compliance testing must be conducted in the fixture configuration the product is intended for.
Dimmer compatibility. Retrofit projects often involve existing dimmer switches designed for incandescent or halogen loads. LED bulbs behave differently on these dimmers — they may flicker, buzz, or fail to dim smoothly. While dimmer compatibility is not strictly a CE/RoHS compliance issue, it is a critical specification for retrofit projects. Ask suppliers for their tested dimmer compatibility list.
Flicker performance. EU 2019/2020 includes flicker performance requirements. Retrofit LED bulbs must meet specified limits for flicker percent and stroboscopic effect visibility index (SVM). Poor flicker performance can cause visual discomfort and, in some applications, safety hazards.
Evaluating Wholesale Suppliers for Retrofit Projects
When sourcing CE RoHS certified retrofit LED bulbs at wholesale scale, the documentation review process should cover:
Declaration of Conformity. Request the DoC for each product model. It should list all applicable EU directives and regulations, the product model numbers, and the authorized signatory. A DoC that lists only LVD and EMC but omits EU 2019/2020 is incomplete.
Test reports. Request test reports from accredited laboratories for LVD, EMC, and RoHS. For RoHS, verify that the report covers all ten restricted substances including phthalates. Check the test report date — RoHS test reports should be refreshed when materials or components change.
Efficacy data. Request the measured efficacy value (lm/W) from an accredited photometric test report. For retrofit applications, also request the lumen maintenance data (L70 lifetime) and the color maintenance data (MacAdam ellipse step).
Sample testing. For large retrofit projects, consider independent sample testing before committing to the full order. Send samples to an accredited laboratory for CE and RoHS verification. The cost of independent testing is trivial compared to the cost of a non-compliant product recall.
Minimum Order Quantities and Lead Times for Wholesale Retrofit Supply
Retrofit projects often involve large quantities of a limited number of SKUs — for example, 5,000 units of a single E27 ST64 filament bulb in 2700K for a hotel renovation. This concentration of volume in a small number of SKUs is well-suited to direct factory sourcing.
When evaluating wholesale suppliers for retrofit projects, confirm:
- Minimum order quantity per SKU (typically 300–500 units for direct factory orders)
- Lead time from order confirmation to shipment
- Packaging options (individual retail boxes vs. bulk inner cartons)
- Availability of project-specific labeling or private label options
- Stock availability for repeat orders during multi-phase projects
